JOB SUMMARY
The Manager of Recovery Support Services (Manager) is responsible for the development, implementation and oversight of recovery support services within the clinical care areas of Cook County Health (CCH). The Manager is responsible for leading staff development, daily operations, and programmatic initiatives aligned with the department’s goals and strategies.
GENERAL ADMINISTRATIVE RESPONSIBILITIES
Collective Bargaining
• Review applicable Collective Bargaining Agreements and consult with Labor Relations to generate management proposals
• Participate in collective bargaining negotiations, caucus discussions, and working meetings
Discipline
• Document, recommend, and effectuate discipline at all levels
• Work closely with labor relations and/or labor counsel to effectuate and enforce applicable Collective Bargaining Agreements
• Initiate, authorize, and complete disciplinary action pursuant to CCH system rules, policies, procedures and provision of applicable collective bargaining agreements
Supervision
• Direct and effectuate CCH management policies and practices
• Access and proficiently navigate CCH records system to obtain and review information necessary to execute provisions of applicable collective bargaining agreements
Management
• Contribute to the management of CCH staff and CCH’s systemic development and success
• Discuss and develop CCH system policy and procedure
• Consistently use independent judgment to identify operational staffing issues and needs and perform the following functions as necessary: hire, transfer, suspend, layoff, recall, promote, discharge, assign, direct, or discipline employees pursuant to applicable Collective Bargaining Agreements
• Work with Labor Relations to discern past practice when necessary
TYPICAL DUTIES
• Leads and manages the Recovery Support Services team which includes Recovery Coaches, Peer Recovery Support Specialists, Social Workers, etc.
• Creates a staffing plan with given resources to support the needs of program deliverables and patient care.
• Serves as back-up Recovery Support Staff in case of absences or gaps in staffing.
• Completes activities related to onboarding, training, and orienting staff to program specific roles.
• Develops workflows to support implementation of program initiatives and objectives.
• Conducts quality assurance/quality improvement activities and reports key findings to program leadership.
• Evaluates services and functions aimed at increasing access and effectiveness of treatment and recovery support services.
• Meets regularly with program staff to review performance, highlight best practices, and share relevant clinical, regulatory, or organizational information.
• Maintains reporting requirements for relevant funding sources, participates in planning processes and ensuring workflows support team members to capture data accurately and appropriately.
• Builds and maintains internal and external partnerships to enhance care paths for program participants.
• Performs other duties as assigned.
MINIMUM QUALIFICATIONS
• Master’s degree in social work, behavioral health, or other social service-related field from an accredited college or university is required (Must provide official transcript at the time of interview)
• Four (4) years of experience working with individuals with substance use disorder is required
• Two (2) years of supervisory/management experience is required
• Proficiency using Microsoft Word and Outlook is required
• Must possess a Certified Alcohol and Other Drug Abuse Counselor (CADC), Certified Reciprocal Alcohol and Other Drug Abuse Counselor (CRADC), Certified Supervisor Alcohol and Drug Counselor (CSADC), Medication Assisted Addiction Treatment Professional (MAATP), OR Mental Illness Substance Abuse (MISA) certification from Illinois Alcohol and Other Drug Abuse Professional Certification Association, Inc. (IAODAPCA) is required (Must provide proof at the time of interview)
• Valid driver’s license and insurance or otherwise provide reliable means of transportation throughout Cook County is required (Must provide proof at the time of interview)
PREFERRED QUALIFICATIONS
• Experience delivering or overseeing recovery support services in a healthcare environment is preferred
• Two (2) years of experience working with individuals receiving Medications for Addiction Treatment (MAT) is preferred
• Licensed Clinical Social Worker (LCSW) or Licensed Clinical Professional Counselor (LCPC) is preferred
• Bilingual is preferred
KNOWLEDGE, SKILLS, ABILITIES, AND OTHER CHARACTERISTICS
• Knowledge and understanding of evidence-based practices for substance use disorders, including harm reduction and Medications for Addiction Treatment.
• Ability to effectively use technology and utilize software for completing notes, tracking data, and coordinating care activities.
• Excellent verbal and written communication skills necessary to communicate with all levels of staff and a patient population composed of diverse cultures and age groups.
• Ability to train by presenting concepts and demonstrating tasks.
• Ability to implement and provide oversight of evidence-based behavioral health practices.
• Ability to work independently and as part of a team.
• Ability to effectively prioritize work.
• Ability to meet deadlines.
